Climate Change - As ice caps melt there is a danger that the ocean conveyor system will close down resulting in more Hurricans, Tornadoes over land mass and not just over the sea, sea level rises and the balance of fresh water and sea water alters resulting in a desalination and major climate shift. Storm surges could result and a “Super Storm” results in pulling down much colder air resulting in much of the Worlds land mass being under thick belts of snow & ice, another ice age.

PSECC are able to assist - we have a consortium of companies brought together for Renewable Energy technology project development purposes and also offer funding options - Energy Savings Resource Ownership Loans to make possible project development and bring much needed revenues to the client from Feed-In-Tariffs (FIT’s).

PSECC & Alan.J.Brewer MSc awarded by Havant BC in the UK Mayor in 2010. Alan also researched and helped write the Portsmouth City Energy Policy in 1995 and Coordinated the Energy Network for the Hampshire County council - Natural Resources Initiative in 2002. Alan also fornmed the Chamber of Commerce Energy Group in 2002 part of their Environmental Forum programme.

Alan also is developing Solar PV initiatives in Kenya - www.kenyalight.uwclub.net, Tunisia and Uganda & has extensive International development over 18 years in the Waste Management sector.

We must resolve Climate Change for our children & their children’s children.

Portsmouth City Council are infact driving forward initiatives for others to obtain grants & funding for Environmental Renewables action and are a point of reference for SLEP & PUSH - organisations set up to assist local sustainable growth and to promote Renewable Energy & assist with business grants & funding - WHY are they not doing more in their own City with developing wide spread renewable energies such as Solar PV for all their Council Housing stock.

PSECC have links with companies that can provide funding such as Solar Selections Ltd that can offer clients loans that pay for themselves.  Powergen Renewables, British Gas, GEWind, PMSS  International Energy Crops Ltd, EcoFutur Ltd are able to advise, Design, Build, fund and operate Solar PV installations, Biomass Energy Plants, Wind Turbines, Water turbines or Windfarms and Integrated Waste Management Plants achieving over 90% recycling and reuse of MSW..

We will have an increasing dependency on Renewable Energies such as Solar, Wind Power, Water Turbines, Biomass now and in the future. This form of energy will help towards the growth in Renewable Energy production and take-up and assist the UK Government in meeting the Geenhouse Gas emissions reduction as part of the first Rio, Kyoto agreement on CO2.

Bob Lisney OBE, to the right, right of centre - Director of the HCC HNRI programme at the HNRI launch above - appointed Alan Brewer to be the HNRI Energy Coordinator in 2002 - Alan had City Energy Policy, County Energy Strategy & UK Country Waste Strategy and International Development experience.

PSECC & NHS Trust work together with the Kenyalight project have been formed as a result of the ongoing HNRI work performed by Alan Brewer. Experiences gained may well be of some use to NHS Trust Hospitals and other commercial clients in their pursuit of a Low Carbon future, extra revenue streams and combating Climate Change & Global Warming.

 

Prince Charles’s project management team had assisted Alan with the HCC Schools Renewable Energy programme, in particular Mountbatten School in Ringwood & funding consideration for Solar PV.

In 1995 Alan Brewer Researched and helped write the Portsmouth City Council Energy Policy and provided also a strategy to follow to work towards lowering emission and reduce energy use in Portsmouth . Since 1995, we have provided superior Sustainable Development service to our customers and have assisted them in achieving their Sustainable Planning, Energy Policy, Energy Strategy, Sustainable Waste and Climate Change goals. PSECC are facilitators, staff have eighteen years experience in the Sustainable Energy Policy & Strategy field together with developing and funding Renewable Energy projects, Integrated Waste Management and Climate Change Mitigation. We have worked on feasibility studies for projects in Honk Kong, Doha, Mumbai, Kenya, Zambia, Gdansk, Edinburgh, Hampshire and Portsmouth.

Isle of Wight - wish to become a Sustainable Energy Island

In 2003 PSECC gave a report to the Island council indicating how the Island could eventually become sustainable in energy terms.

Resource Ownership Concept.

 As Portsmouth develop Renewable energy such as Solar PV it is important that this development is truly Sustainable. The “Resource Ownership” concept, developed from the HNRI work could enable long term Sustainable Energy for the Country and not just exploited by quick buck companies. - a concept developed by Alan.J.Brewer MSc. over 18 years of PSECC’s work - a concept whereby a City can receive extra funding from Renewable Energy generation by owning such things as Solar Farms & Wind turbines. The revenue will come from the Feed-In-Tariff (FIT) paid per KW generated   $millions..   GOVERNMENT OWN THE RESOURCES WITHIN YOUR BOUNDARY,  PSECC can assist in raising all funding required for such development as Solar Farms and Wind Turbines to be owned by the Government. Any costs associated with a Solar Farm Water Turbines or Wind Turbines are paid back from the FIT so there is no requirement for funding or cash outlay from Governments - PSECC supply Energy Savings & Resource Ownership loans in the UK.

All Councils have no excuse not to make dramatic changes in the Climate Change arena, energy efficiency alone is not enough. Funds exists in the internal market place of the UK, EU and World Bank. Portsmouth City Council should be doing more for it’s public and Council tenants. An excuse of not having funds is now not an option to put off much needed Climate Change Mitigation.

Portsmouth City Council were offered by PSECC “No Cost Outlay” Solar PV installations for all Council Housing stock and they refused leaving many in fuel poverty. The Council would also have received all FIT payments - the Council have declined.. HCC were offered funding for all schools to have Solar and the council receive all the revenues from the FIT - they have done little to progress forward this initiative. NHS Trust often see installing Solar PV as being too complicated - WHY - lets just resolcve any issues and problems - the Climate Change problem needs more action to resolve. councils, Schools and NHS Trust Hospitals could be linking into £millions from the UK Feed-In-Tariiff (FIT’s)

Solar Tender Management platform - this service could be utilised by Councils, Schools, NHS Trust Hospitals in order to take forward the Resource Ownership concept and develop large Solar PV installations in the UK. Client received full funding and revenues from the FIT.

Integrated Waste Management Plants - MSW

PSECC make move into waste management was to indicate repeated reuse of Energy by Recycling - Life-Lcycle-Analysis (LCA). Also to  indicate to the Waste Management sector that Integrated Waste Management untilising full recycle, reuse and reduction of waste is  a far better choice than mass burn EFW such as passed by Portsmouth Planners and Waste Staff at PCC. EFW is NOT SUSTAINABLE and has a one off gain as compared to recycling that has numerous on going gains in energy reuse.  We have designed and project managed over six Integrated Waste management proposals and raised funding & Grants - Moscow, Edinburgh, , Gdansk, Mumbai, Sofia & Doha.

How solar farms are built and work

 In the UK, South of Birmingham a Farmer could rent out land and receive indexed linked payments of £1,000 per acre per year for 25 years before March 2013,

 A typical 5MW Renewable Energy Solar Farm to generate electricity would require 30 Acres, the revenue from a 5MW Solar Farm would be £30,000 per year and £750,000 over 25 years.

Detailed Planning issues are covered further in more detail below entitled “Planning Aspects of Solar Parks” however it remains important that to prevent planning objections that any field chosen for a Solar Farm should be isolated from communities, unless a community can support one, not seen from a road or residential properties and near a grid connection not more than 1KM away.

 After this time the Farmer owns the technology and full Feed-In-Tariif (FIT) and the panels should continue to produce electricity for another 10 years, 15 years or even 20 years adding much more revenues.  A 1.6MW Solar Farm requiring 10 acres would see a revenue of £8,000 per year, £200,000 over a 25 year period. Any Farm having an installation after March 2012 will receive £750 per acre, per year for 25 years.

 1MW Solar Farm - requires 6 acres of land and index linked payment to the farmer of £6,000 per year for 25 years   totalling £218,756

 2MW Solar Farm -requires 12 acres of land and index linked payment to the farmer of £12,000 per year for 25 years totalling   £437,511

 3MW Solar Farm - requires 18 acres of land and index linked payment to the farmer of £18,000 per year for 25 years totalling   £656,267

 4MW Solar Farm - requires 24 acres of land and index linked payment to the farmer of £24,000 per year for 25 years totallaing £875,022

 5MW Solar Farm - requires 30 acres of land and index linked payment to the farmer of £30,000 per year for 25 years totalling   £1,093,778
